A public review draft of Sacramento's 2030 General Plan was released May 8, 2008. The document will guide city growth and services over the next 22 years.
The draft 2030 General Plan is a progressive and forward-thinking plan that promotes smarter, more compact development. It contains innovative goals and policies that will improve the city’s livability. At the same time, it is flexible enough to allow for change over time.
The 2030 General Plan takes the city in a new direction, while seeking to revitalize older communities by bringing new housing, shopping, and employment choices to existing neighborhoods. It emphasizes a balanced transportation system that takes advantage of our significant investment in light rail and makes improvements for bicyclists and walkers.
This General Plan is the first comprehensive revision of the City’s General Plan in more than 20 years. The previous plan, adopted in 1988, focused mainly on accommodating growth through horizontal expansion into farmland surrounding the City.
By 2030, Sacramento’s population will increase by 200,000 people. The City must plan for the needs of a growing city in areas such as transportation, housing, lifestyle and safety needs.
The 2030 General Plan contains a number of chapters (or “elements”) that address land use and urban design; housing; economic development; historic preservation; mobility; education, recreation and culture; utilities; public health and safety; and environmental resources and constraints.
An update to the city’s 1988 General Plan is required by law. The city began updating its plan four years ago in a public process that has involved more that than 4,000 people in town hall meetings, focus groups and a public opinion survey.
The next step in the process will be the release of a draft Environmental Impact Report (EIR) in June 2008. The law requires a 45-day public review period of the draft EIR document.
The Draft 2030 General Plan is available on this website. Printed copies will also be available for review at New City Hall (915 I Street), and at library branches across the city.

Comments are due no later than July 31, 2008. Our staff will be reviewing all public comments after that time, and will bring forward a Final Plan to the City Council for adoption in late 2008.
