Sacramento Climate Action Plan (CAP)
The Sacramento Climate Action Plan, adopted February 14, 2012, identifies how the City and the broader community can reduce Sacramento's greenhouse gas emissions (GHG). The CAP includes GHG reduction targets, strategies, and specific actions. It also identifies strategies and specific actions which Sacramento can take to adapt to the effects of climat change.

CAP Implementation Priorities for 2012

CoolCalifornia Challenge – A statewide competition designed to empower and engage citizens to achieve a low-carbon lifestyle and build more sustainable communities. The City has partnered with a local organization, 350 Sacramento, to launch the initiative, beginning April 1, 2012. All Sacramento residents and businesses are encouraged to participate.

Clean Energy Sacramento – The City’s Commercial PACE Program, managed and funded by Ygrene, will provide financing to commercial property owners for renewable energy and energy efficiency upgrades. Financing is repayable over the long term via property taxes.

Green Development Code – Beginning in 2012, the City will comprehensively update the City’s zoning code to streamline the development review process for sustainable infill, update standards for site design, parking, energy efficiency, and other regulations, consistent with the 2030 General Plan and the Climate Action Plan. Includes Residential Energy Conservation Ordinance and Commercial Energy Conservation Ordinance.
- Rental Housing Efficiency Program – Coordination with the Rental Housing Association, SMUD, City Utilities and others to develop a program that will improve the energy efficiency and sustainability of existing rental housing.
