Housing Element

 

Summary

The City adopted the 2008-2013 Housing Element on November 18, 2008. Below is an account of the Housing Element update process.  

The Housing Element is part of the Freemont MewsCity’s General Plan and sets forth policies and programs to meet the housing needs of all types of households in our city. The programs included in this document are designed to provide a variety of housing choices to current and future Sacramento residents. State housing element law (Government Code Sections 65580-65589.8) requires each local government to review and update the housing element of its General Plan at least every five years. The now outdated 2002-2007 Housing Element was adopted by the City Council on June 10, 2003.

The Housing Element Update involved a comprehensive outreach strategy which included utilizing existing General Plan workshops, five community meetings, three stakeholder meetings, General Plan Advisory Committee and Housing/Infill Subcommittee meetings, and fourteen board/commission meetings.  The update was managed by the Sacramento Housing and Redevelopment Agency in close coordination with the City’s Planning Department.

Community Outreach

As part of the public input process for this project, five community meetings focusing on housing needs and issues were held in August and early Photo of Community Outreach September of 2007. The meetings were intended to provide more information on the Housing Element Update and to allow the public to provide feedback about the City's housing needs.

November 18, 2008 - City Council Adopted the 2008-2013 Housing Element

Draft 2008-2013 Housing Element

On May 27 and June 17, 2008, the City Council reviewed and approved the Draft 2008-2013 Housing Element. With Council's approval, staff submitted the Draft Housing Element to the State Department of Housing and Community Development (HCD) for 60-day review. On August 22, HCD responded with a letter requesting additional information and modifications to the Housing Element. Staff responded with appropriate revisions which were accepted by HCD on October 7, 2008. Staff then returned to the City Planning Commission on October 16 and City Council on November 18 for adoption of the 2008-2013 Housing Element and the Negative Declaration.
