The 2030 General Plan (Genand Plan) and the Central City Parking Master Plan acknowledge the challenge of providing adequate off-street parking to meet the needs of businesses and resident, while also balancing the need for economic development which can be constrained by onerous or inflexible parking requirements.
The Zoning Code’s parking requirements for new land uses need to be modernized and reflect the challenges of redeveloping our existing urban and traditional neighborhoods. This effort is intended to provide effective tools to reduce parking impacts to neighborhoods while encouraging economic development. Key objectives of the Zoning Code Parking Update include:
The Zoning Code Parking Update is a key initiative of the Green Development Code which is a comprehensive update of the Zoning Code and other site planning regulations. The Zoning Code Parking Update will at times require its own separate schedule and outreach efforts.
Future Public Meetings
March 8, 2012 - Planning Commission Discussion of the Preliminary Analysis which Includes:
- Determining whether our current parking requirements are accurate for new land uses;
- Considering current parking supply, transit resources to identify appropriate context for parking considerations; and
- Evaluating the economic cost of complying with current parking requirements.
April 2012 - Planning Commission/City Council Review of Initial Recommendations
July 2012 - Planning Commission/City Council Review of Draft Report And Ordinances which Includes:
- The evaluation of the existing regulatory environment
- Recommended revisions to the existing parking ratios (if necessary)
- Recommended tools to provide alternatives to onsite or off-site parking requirements (e.g. in-lieu fees, car sharing, ministerial process)
- Recommended policy changes to support alternative parking standards (if necessary)
August 2012 - City Council Adoption of Report and Ordinances
