The Florin Road Corridor Plan is a joint planning effort between the City and the County of Sacramento to promote coordinated planning and economic revitalization along the corridor. The boundaries extend along Florin Road between Tamoshanter Way in the City and Stockton Boulevard in the County.

The Florin Road Corridor Plan includes specific strategies to address housing, economic development, infrastructure and financing, public safety, and design needs of the corridor. These strategies will encourage well-designed infill and economic development along Florin Road. Specific actions recommended for approval include: 1) rezone specific sites; 2) create design review district; 3) add new South Area Community Plan policies; 4) establish a transit village district; 5) adopt a new streetscape plan; and 6) accept background studies.

Public Hearing Schedule
Public hearings for the proposed rezones, the design review district and additional implementation actions for the Florin Road Corridor Plan were in October 2010 and those actions were approved by City Council on October 19th. Additional public hearings will be held in the near future as the final parts of the plan proceed for adoption.
Public Outreach
No new public outreach is currently scheduled. Additional public outreach will be held and the final parts of the plan area completed in early 2011.
Rezones
On October 19, 2010, City Council approved the rezone of 56 parcels and changed the land use designation for 1 parcel. Maps and a list of the the rezoned parcels are provided below. Most of the rezones involved minor changes; however, some parcels changed from a primarily commercial designation to a mixed use designation. The definitions of the zoning are also provided.
Design Review District
The City created a new design review district along Florin Road. The Florin Road Corridor Design Review District covers the area from Tamoshanter Way in the west to Franklin Boulevard in the east. New design guidelines were also adopted on October 19, 2010 within the new district. All new development and any exterior remodels of existing buildings now require design review. The purpose of the new design review district is to promote quality design and development along Florin Road. A similar district will be established on the County side from Franklin Blvd. to Stockton Blvd. A link to the new guidelines and a notice with a map of the boundaries are provided below:
New Policies
On OCtober 19, 2010, City Council amended the South Area Community Plan chapter of the 2030 General Plan to include new policies for the Florin Road area. These include new policies to support bus rapid transit on Florin, establish the Florin light rail station area as a transit village district, promote mixed use development, improved design and urban form, and improvements to the public right-of-way to encourage pedestrian activity.

Additional studies for the Florin Road Corridor which were prepared as background for the planning effort will be posted here as they are completed. Studies include: Florin Road market study; infrastructure analysis; mobility study; updated streetscape master plan; safety and security plan; financing strategy; and Florin Road Development Guide.
