Requirements of a Community Plan Community plans (also known as area plans) are plans for specific communities within the city. While most of the City's General Plan provides development guidance for the entire city, Community Plans provide more detailed policies and programs tailored for different areas of the city, all with unique needs and opportunities. The City is currently undergoing a comprehensive update to our General Plan. The existing General Plan and Community Plans contain outdated information, assumptions, projections and policies. The City initiated the South Area community planning effort in 2000 after combining the prior Airport Meadowview Community Plan and a portion of the South Sacramento Community Plan. This boundary change will not change neighborhood boundaries. The updated South Area Community Plan will complete that earlier effort. What is Covered in the South Area Community Plan? The South Area Community Plan is comprised of goals, policies, programs and actions for future development in the area, based on an assessment of current and future needs and available resources. Once adopted as part of the General Plan, the document will become a tool for the City to use when evaluating public and private building projects and municipal service improvements in the South Area Community Plan area. How Does a Community Plan Affect Development? As part of the General Plan, the South Area Community Plan will establish policies for regulating new development projects within the plan area. These policies are then translated into implementation tools (such as the zoning ordinance, subdivision regulations, and design guidelines). Legal Requirements of a Community Plan Community plans (also known as area plans) are part of the General Plan. A Community Plan is adopted by resolution as an amendment to the General Plan. Community plans are not required by State law, but are useful for addressing localized issues in a comprehensive manner (California Office of Planning and Research, 2004).
