With help from the new 2030 General Plan, the City of Sacramento intends to become one of the most livable cities in the United States. The General Plan will help the City become a great place for its residents by promoting: •a vibrant downtown filled with cultural and entertainment opportunities •energized commercial corridors •a strong economy •safe and walkable neighborhoods •river access and open space •expanded transportation choices •more housing choices and opportunities •more compact development within the existing city, minimizing urban sprawl and resource consumption. The General Plan is based in part on the Vision and Guiding Principles developed through public input and adopted by the City Council on November 22, 2005.
Between now and 2030, the City of Sacramento is expected to grow by approximately 200,000 residents and about 150,000 jobs. A major focus of the 2030 General plan will be to find ways of maintaining our quality of life while growing to accommodate this increase. The 2030 General Plan will promote Smart Growth as a way of addressing this issue. Smart Growth accommodates population growth in a better way than simply continuing to expand the city outward. It involves reinvesting in existing cities and suburbs to create vibrant town centers, provide housing close to jobs, promote transit use and walking, and minimize urban sprawl, loss of open space, and traffic congestion. The 2030 General Plan will be based in part on the SACOG Regional Blueprint, which embodies Smart Growth principles, including compact development. The Sacramento Area Council of Governments (SACOG) adopted the Blueprint in December 2004. The Blueprint is a plan for how to accommodate population growth in the Sacramento region between now and the year 2050 while minimizing sprawl and preserving open space. The plan was developed through many public workshops and serves as a guide for development for the many cities and counties in the Sacramento region. The City of Sacramento's General Plan will correspond with the Blueprint by focusing on accommodating growth mostly through more compact development at strategic locations throughout the existing city.
