Description of Products

Background Report

The Background Report is the first major product to come out of the General Plan Update project. The report is a thorough compilation of existing conditions in the project's Study Area. This includes current land uses, transportation systems, environmental factors, and public facilities, and serves as the foundation for determining future land use and infrastructure needs in the City.

Planning Issues Report (pdf, 1.14 MB)

This report builds on the Background Report and identifies the major issues and opportunities for the City.

Vision & Guiding Principles (pdf, 901 KB)

This report is prepared at the conclusion of the visioning process and outlines the guiding principles that the community would like to see emphasized in the General Plan.

Land Use Alternatives (pdf, 5.13 MB)

This report summarizes various options for future landuse in the City. Each option, or alternative, will be analyzed to see what the effects will be on the community if the option is chosen. Ultimately, this report will help the public and City Council choose a preferred growth alternative that will be used in the Draft General Plan.

Draft General Plan

Based on the preferred land use alternative, the Draft General Plan is a compilation of land use goals, policies and implementation actions.

Financing Plan: This plan looks at the direct public costs and revenues resulting from population and employment change. It allows the City to evaluate the fiscal costs of implementing the General Plan.

Environmental Impact Report (EIR): This report is required for general plans by the California Environmental Quality Act (CEQA). The EIR analyzes potential significant impacts of the proposed plan's policies and identifies measures to mitigate those impacts.

Public Hearing: This is the process of public review and testimony for the Draft General Plan, Financing Plan, and Environmental Impact Report (EIR).

Adoption: The last stage of the General Plan Update is to prepare revisions to the Draft General Plan based on City Council direction. After final review, the City Council adopts the General Plan, superceding the previous General Plan as the City's official guide for growth and development.

A Community Convention will be held to present the Draft General Plan for public review.

Spring 2008

Public review of the Draft General Plan and Draft EIR (60 days).

Summer 2008

Preparation of Final General Plan and Final EIR.

September 2008

Hearings for the Final General Plan and Final EIR that are intended to result in adoption by the City Council.
